TO REP. PAUL RYAN, U.S. HOUSE of REPRESENTATIVES

Mr. Speaker --

You have now shut down the federal government, but, it is worse than that.

For the fiscal year that started October 1, 2017, there is no budget. That means that the managers of the fifteen departments and the 58 independent establishments and government corporations that are mandated to carry out the laws passed by the U.S. Congress, do not know what they are supposed to do. The U.S. Congress has been passing Continuing Resolutions -- loosely translated this means: carry on regardless.

Secretary of Defense James Mattis testified Monday before the House Armed Services Committee that, at a time of rising threats, America is disarming -- and the defense-budget sequester is the reason.

The Defense Department is not the only department that cannot fulfill its mission; other organizations failing due to lack of policy guidance and budget include: Department of the Interior, IRS, Department of Agriculture, EPA, Department of Education, FBI, and more.

In the past, Speaker Ryan, you have said: "We will not duck the tough issues, we will lead ... we will not spend four years blaming others, we will take responsibility."

I suggest that you, as Speaker of the House of Representatives, take responsibility for the current debacle and step up to lead the Congress and the Country so it runs like the well-managed organization it needs to be. To be clear -- pass a budget for all departments and independent agencies and provide clear policy guidance on their respective missions.<

Do your job.
